July 2026 Membership Update
The UAW Local 12 – Lucas County 911 Dispatch Unit Bargaining Committee would like to provide members with the following updates.
Mid-Year Union Membership Check-In Survey
The Mid-Year Membership Check-In Survey will close on Friday, July 17, 2026.
If you have not already completed the survey, please take a few minutes to participate. Your feedback helps ensure the Bargaining Committee remains aligned with the priorities and concerns of the membership. Unit members should see their email for the survey link.
As of this update, we have received 49 responses out of 124 members, representing approximately 40% participation. Our goal remains 100% participation, so every member has an opportunity to provide input.
Annual Wage Increase
Pursuant to the Collective Bargaining Agreement, the negotiated annual gross wage increase becomes effective with the first full pay period of July.
Members should see this increase reflected on the July 31, 2026 paycheck for the July 12–25 payroll period.
Printed Collective Bargaining Agreements
Printed copies of the Collective Bargaining Agreement are expected to be available by early August.
Converting the agreement into a booklet suitable for printing presented several formatting challenges, but we wanted to ensure members receive an accurate and easy-to-use printed version.

Board of Directors Wage Action
During the most recent Lucas County 911 Regional Council of Governments Board of Directors meeting, the Board approved a 4.0% gross wage increase for non-bargaining employees effective the first full pay period of July.
The Dispatch bargaining unit and the IT bargaining unit each negotiated a 3.5% wage increase for 2026 under their respective Collective Bargaining Agreements.
During discussion of the Board action, references were made comparing bargaining-unit compensation with non-bargaining compensation. The Bargaining Committee believes several clarifications are appropriate, including the fact that non-bargaining employees also received a 4.0% wage increase in 2025, the bargaining-unit’s $1,000 payment was a one-time lump sum rather than a permanent wage increase, and several leave provisions referenced have since been adopted for non-bargaining employees as well.
Additionally, administrative schedule employees generally work a 2,080-hour work year, while Dispatch bargaining-unit employees typically work approximately 1,936 to 1,944 hours annually, depending on assigned key. These differences illustrate why comparisons between employee groups should consider the complete compensation structure rather than wage percentages alone.
The Bargaining Committee respects the Board’s authority to establish compensation for non-bargaining employees and appreciates the work performed by those employees. Our concern is that comparisons used to support compensation decisions accurately reflect the negotiated agreements and total compensation applicable to each employee group.
The Committee intends to request relevant meeting records and supporting documentation to better understand the basis for the discussion and decision. As additional information becomes available, updates will be provided to the membership.
